A radical revision of accident law has been proposed. The proposal is that every individual who is within 1 mile of an auto accident when it occurs must pay a fine equal to the sum of all of the damages. No attempt will be made to determine who was responsible for the accident; everyone who was in the vicinity must pay the full amount. However, anyone who bears any personal costs as a result of the accident is permitted to deduct those costs from his fine. Evaluate the efficiency aspects of this proposal.
