Project resources included are a private super- cluster grid computing network, 100 military personnel (including programmers, operations specialists, and so on), and 50 nonmilitary support staff. Most of the support staff do not have security clearances. The problem is that their skills lie primarily in programming, computer operations, and hard-ware maintenance.
