Power plant pollution: Sulfur dioxide (SO2) is a chemical produced by many industrial processes. It is one of the ingredients in acid rain, so it is important to monitor the amount of sulfur dioxide that is released into the atmosphere. In an article published in the journal Atmospheric Environment, several measurements of the maximum hourly concentrations (in milligrams per cubic meter) of SO2 were reported for each of four power plants. The results were as follows.

a. Because the design is unbalanced check that the assumption of equal variances is satisfied by showing that the largest sample standard deviation is less than twice as large as the smallest one. 

b. Construct an ANOVA table.
