One of the problems that the ESC would be forced to deal with early on would be uncontrolled population growth. Remember that one of the reasons for modeling the ESC after the Security Council and not the CSD alone, is to provide “teeth” for the ESC’s resolutions. Suppose that the ESC decided to enforce a vigorous program of population control and to use the power of the member nation’s military forces to enforce its resolutions in this regard. This is what some critics of the ESC fear. They suspect that the inauguration of the ESC might usher in the same type of world that Axel Madsen imagined in his novel Unisave . The novel is set in the 22 nd century at a time when the planet’s natural resources, its energy reserves, its agriculture, and its fresh water are depleted. The Earth’s population is more than 24 billion. The planet has reached a tipping point b e yond which there seems to be nowhere to go. In a desperate a t tempt to reverse the slide toward total disaster, the United Nations establishes an agency called Unisave . If we look at Unisave closely, we will see that it resembles a runaway ESC. First, Unisave has the authority to set quotas for family size. Second, Unisave has developed a compulsory sterilization program for some people under some circumstances. Third, it has ordered the use of drugs to suppress the sex drive among young people. Fourth, it has instituted a global pr o gram of electronic surveillance to prevent the violation of its strict anti-sex laws. Finally, Unisave has mandated a program of compulsory gericide , which involves the systematic killing of the elderly. What would have to be done to prevent the ESC from transforming itself into Unisave ? Is there any way to effectively stop it? Is it better not to start in that direction in the first place? Or is there a justification, perhaps based upon the Utilitarian principles outlined in Chapter 1 of this text, that would approve of, or perhaps even champion the work of the ESC and that of Unisave ? Think about it.
