If there were a smaller number of Tier 1 network providers, how would this alter the likelihood that one or more of them might attempt to vertically foreclose some content providers? Would you expect the antitrust division of the U.S. Department of Justice to devote more scrutiny to the activities of Tier 1 network providers if there were fewer of them?
