Thomas Walsh was the Chief Administrative Officer of the Virginia Commonwealth University (VCU) School of Medicine. When concerns were raised about the financial management of Walsh’s department, VCU conducted a financial audit and as part of this audit searched Walsh’s work computer. On that computer they found copies of Walsh’s 2007 and 2008 personal income tax returns and a review of these returns indicated that Walsh lied on his application about his previous salary. Was this search an invasion of Walsh’s privacy?
