Water use is growing at a faster pace than the rate of population growth. Earth has lots of water, but 97.5 percent of it is in the oceans and is salty. The problem is that a growing number of people have no clean fresh drinking water.

Would a free world market in fresh water achieve a fair use of the world’s water resources? Explain why or why not and be clear about the concept of fairness that you are using.
