During the summer of 2019 Hurricane Dorian, considered to be the most intense hurricane in history, languished off the coast of Florida before weakening and making landfall in North Carolina. While it threatened Florida, the local residents scrambled to stock up on basic necessities, including bread, gas, and water. Given the limited supplies, residents quickly noticed some places had increased prices by more than 300%, an act known as price gouging.
