A local federally funded substance abuse clinic decided to hold a fundraiser to try and raise money for some of its less fortunate patients. To try and gain attention to their fundraiser the clinic posted biographies of some of the clinic's patients and their success stories on the clinic's Facebook page. They made sure to make the stories available publicly to allow as many views as possible. They decided to not tell the patients themselves as they wanted the publicity of the patients' success to be a surprise to the patients. They felt they deserved a little recognition for all their hard work overcoming their addictions. The bios would list the type of addiction the patient over came and the length of time they had been in the program along with some details about the individual's life as a personal touch.
The clinic decided to add a donation portal to their website that allowed anyone who wanted to donate money to the fundraiser to donate with their credit or debit cards. The clinic did not have money available to pay for a payment processing service, so they opened up their internal computer systems, which included their electronic health record, to allow public access. A donor would enter their payment information which would be recorded and run manually by clinic staff once a day. The clinic had no way of monitoring who had accessed their systems or any of the actions those with access had taken since it was necessary to temporarily disable network security for the public access to be granted.
To try and determine who should be a recipient of the funds raised, all the clinic's health care providers got together to discuss all their patients, their clinical progress, and their socio-economic circumstances.
The fundraiser was an immediate success and garnered local media attention. When interviewed for a story aired on the local news station, the clinic director provided photos and a list of the patients that had been named as recipients of the money raised. The director asked that the news station display the information when the story aired to "announce" the individuals as "winners".
