If a positively charged glass rod is brought near one end of a metal sheet, like in problem CBI-2, electrons move toward the + charges in the rod. In a short time the electrons stop moving and only a few of the 1026 electrons are at the end of the metal closest to the positively charged rod. Why don't all of the electrons go toward the positively charged rod?
