Compare section 1 of Article 1 (All legislative powers herein granted shall be vested in a Congress) with section 1 of Article II (The executive power shall be vested in a President of the United States). The express language in Article I ("herein granted") seems to limit the legislative power of Congress to those particular powers set forth in Article I. There is no such limit in Article II. Without such an express limit, what constitutional limits can be imposed on the presidency?
