The high volatility in international oil price quotes and speculation stemming from the SARS-Cov-2 pandemic and Russia's intervention in Ukraine, mean that companies face high operating and financing costs.

The container crisis derived from the aforementioned factors prevents world factories such as China and Taiwan from having more open global trade policies. Limiting negotiations with the rest of the world and the amount of sanctions imposed generates a shortage of energy sources such as gas and derived gasoline.

Given this, it is necessary to establish policies that allow the reactivation of some economic sectors that were highly competitive worldwide and that today face possible permanent closure.
