Immigration raises a number of issues for policy makers, concerning the ability of societies to govern in the face of increasing diversity, and make the most of the economic talents of immigrants. Societies have gone through periods of more aggressive assimilationist policies, and eras of more explicit support for multiculturalism and bilingualism. Viewed through the long lens, generations of immigrants to the United States have left their ethnic enclaves, and their children and grandchildren become statistically indistinguishable from the children of natives. But the experience of Europe in recent decades and the recent large increases in the foreign-born population in the United States have raised challenges for policymakers. Ethnic enclaves may be good for new arrivals but stall the economic mobility of their children.
