In 2008 the 2010 Vancouver Olympic Committee released the prices for the various future events. In the press release they stated that two of their goals were to "avoid having empty seats" as happened at past Olympics, and to "make sure that many tickets were given away through lotteries". It was also stated that efforts would be made to avoid having tickets fall into the hands of scalpers. Why is it that if you give tickets away through lotteries, but prevent resale, you are likely to end up with empty seats? Why would this not happen if tickets were allocated strictly through prices?
