A municipal ordinance for LaFayette Park requires that visitors pick up their pet's waste (a.k.a. dog poo). Some visitors have complained that the ordinance (rule) lacks "teeth" as there are no penalties attached to it. The city is considering adding provisions to penalize such behavior by levying fines upon the miscreant users.
Society - (Social Argument)
1. Does this proposed rule help fulfill the needs of the city? Suppose the City does nothing, how will inaction affect the needs of the city?
2. Does this proposed rule improve community quality of life? How so? Discuss a healthy environment; ability to recruit new residents to the City (e.g. consider the public image) and other ideas you may have. And, what if nothing is done to penalize the visitors to the Park, what results would occur?
Economy - (Economic Argument)
1. What is the direct benefit of such rule to the individual pet owner? What is "cost" of the burden (rule) to the pet owner?
2. What are the indirect benefits to the individual pet owner? To the groups of pet owners who visit the park?

1. Does an individual pet owner have a moral responsibility to solve the problem of their pet waste?
