Some of you are averse to the use of public opinion or public input in how you conduct your jobs. I forget who, but one person suggested that the public understood "jack shit" about emergency management responses to Hurricane Katrina (and several you insulated as such).
Public input is generally cyclical in administrative law. Meaning, we tend to go through periods where we encourage it and want it and then follow that period by encouraging the public to keep their mouths shut and mind their own business. Presently - we're in an era where there is a general increase in public input in administrative and agency law/hearings/procedures.
