Question:
- The National Marine Ministry wanted to establish a jetty at the outer small island of Moapa. This jetty would provide access to mainland of Moapa. There were two villages on the outer island Siros and Lima. The marine engineers assessed the outer island near Siros and decided that the sea near Siros had the best depth suitable to build the jetty.
- The Ministry officials visited Siros on 30th January 2022 and promised the villagers that if they clear the area and built a jetty by 15th March 2022, they will receive $10,000 to build new houses in their village. The villagers of Siros worked for one week and cleared a small area. They decided to stop work to build a seawall near their village because the cyclone season was approaching. On 20th February 2020, Lima villages became aware of the Ministry wanting to build a jetty and the promise of $10,000 housing grant. Lima already had a jetty built by a logging company ten years ago, which, the marine engineers were not aware of. They began clearing the area around the jetty and repaired the jetty. The village head decided to make a trip to the mainland to inform the Ministry on 5th March 2022, that they have fulfilled the condition to build a jetty.
- On 1st March 2022, the Ministry Official visited the outer island and informed the villagers at Siros that the Government has decided to cancel the jetty project and instead establish a flying service for seaplanes. The villagers at Lima heard the news and became angry and said that they have a binding contract with the government and are entitled to the promises.
- Advise (a) Village Lima; and (b) National Marine Ministry.
