In the week 15 group assignment, you were asked to develop your code of ethics for environmental economists, then apply that code of ethics to the question of advising the State of California about where to site a polluting facility (for example, a coal burning power plant). 6. Which clause in your group's code of ethics is most important to you, personally? Practicing environmental economists shall prioritize society's best interests. 7. Why is that the most important part to you? 8. Suppose the State of California needs to implement a policy discouraging (or disallowing) people from building houses in wildfire-prone areas. You are the Environmental Economist advising the state on developing its policy. Some people already own land in wildfire-prone areas, and were intending to build their house on the land they own. Two aspects of the 5th amendment of the US Constitution apply here: the state may invoke eminent domain, and the state may expect lawsuits based on takings (see the court cases you read: Nollan v. California Coastal Commission, Dolan v. City of Tigard, and Lucas v. South Carolina Coast Council). In order to avoid those lawsuits, the State is asking you for advice.
