Question:
There following were the findings resulting from the walkthrough the Paarl fire station I had with Mr. December:
Solar light too small resulting in insufficient illumination at night during the load shedding periods which possess a security risk to the station.
The station big spotlight next to the gate not connected to the generator causing it to be off during load shedding.
Expired Fire extinguishers throughout the fire station. One Extinguisher outside the gym need to be affixed to the bracket on the wall.
Medical room upstairs not in good hygienic condition for medical storage purposes
Damaged kitchen kettle
Damaged Hydro boiler in the kitchen
Toilet cistern in the female's bathrooms is broken and the toilet is unserviceable as it cannot flush.
Male's toilet signage required on the male's bathroom door.
One door in the male's bathroom is damaged.
Signage for the storeroom and the gym upstairs is required.
Maglocks of the station main front doors are broken and as a result the doors cannot be locked and secured.
The scrap vehicles stored at the back of the station is posing a significant security risk to the residents and the station as there is no adequate security force placed to ensure the safety of this backyard.
Other identified areas that require attention are the following:
The identification and painting of demarcated parking areas on the station
Demarcation of smoking areas
Enforcement of smoking policy in the workplace and on municipal vehicles
Restoring pride on officers and firefighter and improving the image of the fire service among our communities by issuing appropriate uniform, currently 50 % of members including officers are working with old, torn fire bunkers, i.e. White helmet for all officers, step out uniform for all fire fighters.
Monthly management meeting which will include all officers in the station, its purpose will be for reporting different areas of responsibility, feedback from the Manager regarding any developments in the departments and budget information.
Fire manager monthly briefing session to all members of the department on any matter that might be of interest to the members.
Suggested Solutions:
Better and bigger solar lights are to be purchased and installed for the safety and security of the station.
The station's large spotlight is to be connected to the generator power source in case of load shedding.
Fire station extinguisher register to be developed and controlled for timely servicing and maintenance.
The medical room is to be cleaned maintained and locked for safekeeping.
Mrs. January confirmed that the process of purchasing the new kittle has been started, expected date for delivery
Repairing the hydro boiler in the kitchen will also solve the problem of buying the small kittle repeatedly because the fact of the matter is unlike the normal household kittle used by a family of 4, the station kittle is used by more than 20 personnel on a daily basis hence it does not last longer than normal.
It further appears that most challenges in the department are due to absent checks and balances processes that are supposed to take place regularly and the results or feedback be given to the Manager or his two deputies. Hence the suggestion that some parts of the departmental management responsibilities be delegated to officers both station commanders and Platoon commanders. This delegation will give them a sense of responsibility and accountability and will further understand that they too are part of the department's management team in terms of problem-solving and solutions on the ground therefore have the duty to ensure that the department runs smoothly and performs effectively and efficiently.
Some of the responsibilities that can be delegated include but are not limited to:
Equipment maintenance and service
Inventory registers development
Housekeeping and cleanliness of the areas of responsibility
Monthly reports
Developments of SOPs
These delegations can be given to different officers who will be assisted by the Platoon commanders on shifts for example:
Occupational Health and Safety - Mr. April
SCBA room - Ms. June
Sports and Recreation - Ms. May
Building Maintenance - Mr. September
Station Vehicles maintenance - Ms. July
Conclusion
Giving all our collogues the big picture and helping them to understand when something isn't working will help them to feel more satisfied in their work and to continue improving.
One of the biggest benefits of having an informed firefighter is that it can improve productivity. It is hard for them to get their jobs done when they don't know what is going on in their department. The more informed they are, the more able they will be to focus on their tasks and get jobs done promptly and this will also bring an improvement in their moral.
Today, more than ever, effective communication is the linchpin of department that can determine their performance.
Communication is even more important when there's instability. Done right, you will notice employees are more receptive to change, more likely to participate, and more willing to give their best each day. Poor communication is a quick route to an "us vs. them" mentality, while clear communication helps create a "we" feeling.
