We all know ,there are three options presented for how ESS may be structured within the Emergency Operations Centre (EOC).
1. ESS is embedded within the Operations Section of a response;
2. ESS becomes a standalone section (on par with the Operations, Planning and Logistics sections);
3. ESS is a standalone function, completely outside the EOC response.
So, pretend that you are the newly appointed ESS Lead for your local jurisdiction, and you are being asked for your opinion on how ESS should function during a response. You will be asked to select the best option (from above), from your perspective, and defend it to your peers. Consider the advantages and the drawbacks of that option.
