The Department of Fish and Wildlife is under pressure to use poisons to kill coyotes. The department feels that poison will kill only those coyotes that would be killed by predators and harsh weather anyway. According to its records, an estimated 28% of all coyotes live through the winter. A pilot project is tried with poisons in the Lupus Wildlife Refuge. Of the 214 coyotes released there in the fall, 51 are found alive in the spring. What can you tell the department about the experiment?
