Two samples are used to compare building permit values for larger communities versus smaller ones in the regional municipality of Durham, in Ontario. For both samples n is 38. Expressed in thousands of dollars, the mean value per building permit for the larger communities is 102.008, with a standard deviation of 25.546. The mean value per permit for smaller communities is 113.637, with a standard deviation of 70.670. At the 0.05 significance level, test the claim that the population of smaller communities has a higher mean value for the building permits issued (based on data in the Durham Business News, June 1998).
