Wisconsin state Senator Jesse P. Rude has charged that state employees in Madison are often too stoned to work. He thinks as many as 10 percent of all state workers in Madison are frequent users of marijuana and other drugs. In response to Senator Rude, the Office of Personnel Management hires Yellow Peril Drug Testing, Inc. to test 100 randomly selected state employees for drugs. Of these employees, 5 are found to test positive for drugs. From the perspective of Senator Rude present a hypothesis, a null hypothesis, and evaluate them.
