Edinburg attorney J. L. “Bubba” Pollinard is collecting data for a discrimination suit. He asks 500 Latino people whether they believe that the city is biased against them; 354 say it is. Bubba asks 300 Anglo residents the same question, and 104 residents state that the city is biased against them.
