Archbishop Morton, Chancellor under Henry VII, was famous for his method of extracting “contributions” to the king’s purse. A person who lived extravagantly was forced to make a large contribution, because it was obvious that he could afford it. Someone who lived modestly was forced to make a large contribution because it was clear that he must have saved a lot of money on living expenses. Whichever way he turned he was said to be “caught on Morton’s fork.”
