A big part of leadership is being a mentor as well. This is related to succession planning. My personal experience is that the military does a good job of focusing on mentoring. Leaders set the example, and take the time to work with subordinates to develop positive leadership traits and guide them through difficult decision-making. These young leaders then "pay it forward" with their subordinates. I worked to institute this practice when I had a leadership role in local government and feel that I made good progress, yet it did not seem to be as much a part of the organizational culture.
