Introduction
The Covid-19 pandemic which began in March 2020 has had a devastating effect on the healthcare supply chain system thereby stretching the Ghana health Service to its wits end. This has also affected smooth health care delivery on both patients and the operations of health care workers especially front liners. There has been several reports of shortages of Personal Protective Equipment across the country due to inadequate distribution and poor warehousing as well as lack of a centralized distribution point to facilitate effective distribution of health commodities, drugs and other accoutrements. The world Bank has supported the Ghana Government with $100m in fighting the Covid-19 pandemic. Therefore, government has decided to set up a special purpose distribution center in Kumasi, in the middle belt of the country, equipped with the state-of-the-art technologies to facilitate prompt distribution of medical accoutrements. The project aims at supporting the Government of Ghana in its COVID-19 national response plan and to strengthen the medical health system.
Objectives
The project is supporting the "National Strategic Covid-19 Response Plan" of the Ghanaian Government to fight COVID-19. The COVID-19 pandemic is anticipated to trigger severe shortages in the epidemiological area, healthcare services delivery and supply of critical consumables in an
already under-financed and over-stretched health sector. The project is key, first to save human lives and second, to prepare the system for a likely possible further escalation and spread of the COVID-19 pandemic in Ghana. The project is expected to contribute towards the achievement of Sustainable Development Goal (SDG) 3 (Good Health and Well-Being), to which both the World Bank , WHO and the UN are fully committed.
Requirement
You are the project lead with the Ministry of Health and you are required to make a business case for such a project to commence while considering the development of a project charter. The establishment of this special purpose distribution center will be discussed under the management plan of risk, budgeting, quality, and how the project will be monitored and controlled to the baselines.
