In support of these illegal acts, and to shift public opinion in its favor, the Department of Justice has also made itself into a propaganda machine, and has sent to newspapers and magazines of this country material designed to excite the public against radicals, all at the expense of the government and outside the scope of the Attorney General’s [the federal government’s head lawyer] duties.
