Question:

You are the Chairperson of the Business Program at InterState Community College (ICC). Recently it has come to that attention of ICC Administration that there is a need for Project Management education. ICC wants to implement a Project Management degree program as soon as possible. ICC wants the project management degree to be a 2 year Associates of Arts (AA) degree to start and possibly expand it to be a 4-year Bachelor's degree at some point in the future. All classes at ICC are 4 credits. An AA degree at ICC requires 24 classes, or 96 credits. An AA degree requires 6 general education classes that are common across all degrees, 9 degree classes that are specific to project management, and then 9 degree supporting classes that offer skills and knowledge useful to project managers. In designing this program, the ICC curriculum committee determined that the degree specific courses will consist of 4 business classes currently taught at ICC and 5 new Project Management classes that have to be created. One of the current business classes will be rewritten to support a new text. The new text and content for this class will make the class better suited as both a business class and a class that supports the project management degree. That is a total of 6 classes that require creation or rewriting. ICC administration chartered this project and presented it to the academic committee to implement. The charter set a delivery date for the full program to be the day after Labor Day of this year, which is the first day of the Fall Quarter at ICC. The academic committee chose you as the Project Manager and selected a project team to implement this project. You received this project on March 1.
The people assigned to your team and the costs that ICC assigns to these resources are in the following table.
Number Resource - Hourly Internal Charge
2 Academic SME...........................................$45
1 Curriculum Designer...................................$55
2 Program Chair.............................................$60
1 Marketing Specialist...................................$60
1 Librarian/Research Specialist.....................$40
1 Project Manager..........................................$50
At this time, you don't have estimates on the number of hours required for any of the resource except for the Project Manager (who is you). You estimate you will be working on this project 20 hours a week for the duration of the project. This is only one of several projects you are working on. Initial project financial estimate is $50,000. This is considered an order of "magnitude estimate," which is to say it has a very broad assumption of accuracy. A more refined budget estimate is required by the end of March after scope planning and the Work Structure Breakdown are completed.
It is now March 15. You have been working on this project for two weeks. Remember to document the time you have spent on this project and include that time in the costs of the project. You have discovered a few things: First of all, the Chancellor of ICC has taken a personal interest in this project and is considered the primary sponsor. That being said the main stakeholder and the person with the most day to day awareness outside the project team is the Academic Dean. The Academic Dean has his reputation at stake on this project since he was the main driver in getting the project management program accepted as a project. The two chairs involved in the project are the Chairs of the Information Technology and Business departments. The project management program, when completed, will be part of the Business department. Both Chairs like the program but the IT Chair feels that the program should be in the IT department not in the Business department. The Business Chair wants the program in the Business department but has to defer the creation of the program to the IT Chair since the only project management experts are IT professors, who will not only be creating the program but teaching it as well. The marketing team is attempting to find out exactly how this program is to be implemented so it can begin marketing it to students and the Director of Admissions needs to keep abreast of the situation so that they understand the program when students inquire about it and want to enroll in it.
The Curriculum Designer has informed you that this is the normal series of events for designing and implementing a new class.
1) Text selection
2) Syllabus design
3) Content creation
4) Curriculum development
5) Peer review of the class
As stated above 5 new classes need to be created and 1 business class needs to be recreated. The new classes have been assigned the following
Course numbers:
PM-1001
PM-1010
PM-1015
PM-1020
PM-1100
The business class being rewritten is BS-1250
Create a scope statement like the following:
