If harmonization was easy to combine with local responsiveness, presumably every enterprise operating internationally would adopt a ‘glocal’ strategy. Since they do not, is it reasonable to conclude that its complexity and cost simply outweighs the benefits for most enterprises? Alternatively, perhaps global convergence/divergence trends will resolve the dilemma of choice?
