Most states do not have preschool programming available to all children within the state and, as a result, must place students with disabilities in private programs. As a practical matter, can the goal of inclusion be accomplished in the preschool setting without requiring states to establish preschool programs for children who are not disabled on a broad scale? Is the inclusion philosophy important for preschool children?
