‘The idea of empowerment and helping people accept a feeling of ownership and personal responsibility for their actions and to exercise a high level of self-control is all right in theory. But as I am held accountable for the performance of staff in my department and have to accept any adverse consequences of their behaviour it is only right that I should exercise close control and supervision over them.’
