Unemployment among young people across a number of European countries is very high. Imagine that European Union ministers proposed a youth employment subsidy designed to help increase the number of young people between the ages of 18 and 29 in work by making it easier for employers to take on extra workers. Assume that estimates of the cost of the subsidy would be €2,500 per job and would create up to 175,000 new jobs.
