Task: You client is the University of Portsmouth who plan to construct a new multi-storey car park on top of the old staff car park site in Ravelin Park. You have been commissioned to undertake a full Transport Assessment and junction designs in support of your client's planning application to Portsmouth City Council. The new multi-storey car park for use by staff and students will utilise the existing access and egress points and will accommodate 300 car parking spaces. There will be no parking spaces provided for any other vehicles. A scoping study, agreed with Portsmouth City Council indicated that as a minimum, the Museum Road/Cambridge Road and the Museum Road/ Kings Road roundabout junctions should be assessed, alongside the priority junction of Cambridge Road/Burnaby Road. The car park is due to open in 2022. There is currently no traffic generated by the existing site. ASSESSMENT A final Transport Assessment, should be submitted with any outline junction designs, modelling, et cetera included as an appendix to the main body of the report. The final report would be assessed based on how feasible, cost effective and likely to gain planning consent the proposals are. See detailed marking criteria.
