Project Need Assessment An aid organization operating in a developing nation has identified poor literacy rates as a key problem within a specific community. According to some measures, only 35% of the community’s adult population is literate, compared with an average of 70% for the nation. The population 15 years of age and younger represents 40% of the local population. The community is an isolated rural area with farming as the main activity. Infrastructure such as roads and other transportation networks into the community are limited. Farming activity tends to use traditional manual equipment and animal labour. The average annual income per person is around $800 per year in this community, compared with $3,000 per year on average for the country. The nation in which it operates is a dictatorship, and local governments are virtually non-existent. The national government controls most economic activity and industry, which is mostly light manufacturing. However, there is evidence of some start up private industries that appear to be competitive. Nevertheless, corruption is rampant and much of the government spending cannot be properly identified. As well, there have been rising political tensions with neighbouring nations.
