Public policy has been broadly defined as a set of courses of action, regulatory measures, laws, and guiding principles relating to any matter of public concern that has been established by any government entity or department or any of its legitimate representatives, in the interest of the public. Public policy serves as a tool or instrument for identifying issues of national concern or problems, implementing the best course of action for resolving the problems and evaluating the impact of the action taken by the government to resolve the problems or issues. Required: a. Based on the current situation in Malaysia, identify and describe ONE (1) issue or problem that needs to be addressed by the Malaysian government through a public policy. (5 marks) b. Propose a policy to resolve the issue mentioned in (a) and describe in detail each step involved to formulate and implement the policy in the Malaysian context. (20 marks) c. Discuss the relationship between executive power and legislative power with regard to the formulation and implementation of public policies.
