The operational plan for a healthcare organization include tasks such as identifying a location, building or remodeling, purchase of equipment, hiring of staff, marketing to physicians (who had to order studies), and marketing to patients (who were urged to reach out to their doctors if they were having issues). Within each of these steps were dozens of other smaller tasks, but all of them were designed to ultimately achieve the operational plan, which would, in turn, achieve the strategic plan.
Most people, especially if they are clinicians, do not appreciate planning and would rather not do it. Why is this and what can be done about it?
