Question:
You have awarded the Containers contract and formally notified the other offerors that they were unsuccessful. You are excited and ready to move forward with the Post Award Orientation Conference to start the administration of the contract. However, you have just received letters from two of the competitive unsuccessful offerors requesting formal debriefings with the Government. You know that debriefings can be used strategically to improve future competition and minimize protests. In this exercise, you will handle the debriefing process by researching appropriate responses to debriefing requests in the FAR and DFARs, guarding against possible protests, and planning for and holding debriefing meetings.
- Are the debriefing requests timely? Provide a FAR citation to support your answer.
- Who should attend the debriefing from the Government?
- How will you conduct the debriefing (virtual, face-to-face, telephone, or letter)?
- If the debriefing is held on June 3, 2021, what date is the deadline for filing a protest? What is the deadline in order to obtain a "stay of performance"?
- If the debriefing is held on June 3, 2021, and the Contractor submits follow-up questions on June 4, 2021, by what date must the Government answer those questions according to DFARS 215.506-70?
- Develop a PowerPoint presentation (use the template provided) that you will use to debrief ONE of the unsuccessful offerors (choose either one). Include all relevant and appropriate information that you plan to disclose as well as answers to expected questions(hint: you can use Appendix A of the DoD Source Selection Procedures Guide to help you).
