Gaggle, Inc., a company located in Marin County, California, provides mapping services to firms and governments around the world. Part of its business involves sending a vehicle equipped with a camera to photograph the roads in as many countries as possible. One such country is Expropria, an impoverished nation in Latin America. A change in government in Expropria brings a populist leader into office. The new leader fires the country’s judges and installs cronies in their place. She also breaks off diplomatic relations with the United States. The new public prosecutor, who is also the president’s brother-in-law, brings an enforcement action against Gaggle claiming that the photography project and subsequent sale of images violates Expropria’s privacy laws. Gaggle defends in the courts of Expropria, claiming that the privacy laws don’t cover the conduct in question and that in any event these laws had never been enforced. No matter: the judge finds Gaggle guilty and imposes a fine of $10 billion. Expropria’s president touts the judgment as a much-needed source of funds to alleviate the suffering of Expropria’s poor. Expropria hires excellent attorneys who seek to enforce the judgment by attaching Gaggle’s assets wherever they may be found. Gaggle has no evidence that the prosecutor or judge have been bribed, but believes that the judgment is based on political considerations and that, if paid, most of the money will line the pockets of the president and her friends.
