What activities, processes and capabilities might constitute a COE, and how should such units be mandated?
What has to happen in terms of the ‘capability building investments’ that are needed? Is it possible to specify capabilities such as decisionmaking autonomy, requisite levels of connectivity to other sources of competence inside the organisation, leadership and processes of knowledge management?
