The South African Government has become increasingly aware of the need to be effective in assisting the public sector to evaluate performance and identify factors that contribute to service delivery outcomes (The Presidency, 2007). The Vision 2030 Summit is a platform for members of The Presidency, government, and the private sector to share insights, engage, and discuss the vision for the National Development Plan 2030. Mr Jeff Radebe, the Minister of the Department of Planning, Monitoring, and Evaluation, emphasized that there is a “need to build systems for constant reflection, adaptation, and improvement” (The Presidency, 2015). However, the government-wide monitoring and evaluation process is extremely complex, and it will require strong management to promote coordination as well as to prevent fragmentation across the various institutions of government (The Presidency, 2007:1).
