With a well-below-average literacy rate and a population spread thinly over vast mountain ranges and steppes, the Pushtuns have shown little interest in written, codified criminal law. Instead, for millennia they have relied on a tribal code of ethics known as Pushtunwali to regulate behavior in their society.
