"Everybody does some padding in their budgets, so it is not wise to approve budgets in the amount originally requested. In good times we cut requests about 5 percent. When the economy is in bad shape we may cut 10 or 15 percent. But whatever the cuts, to be fair we cut each budget the same percentage."
