How would you construct a probability-based panel in a country which does not have one? The aim is to give all members of the country’s population the same chance to be selected. First, look at the webpages of some of the panels described in Box 4.2. Then, identify which sampling frame would give you the most complete coverage in the relevant country. You might want to decide to mix some sampling frames, but remember to control for duplicates (so you don’t give some people a higher probability of selection).
