1. Identify the WBS components. Group this level using one of the following structuring approaches:

a. Major project phases (i.e., phase I, phase II, etc.)

b. Major projects under a larger program

c. Methodology life cycle phases

d. Major deliverables

e. Organizational responsibility

f. Geographical location g. Process sequence h. A hybrid of the above structures.

Regardless of the WBS structure chosen, it should refl ect the way in which the project will be managed and executed.
