Ed Proctor was reluctant to approach the explosive Manfred Davis on the subject of control over data files. Proctor had found a large number of tape reels stored at various locations in the computer areas, many in open cabinets. There was really nothing to prevent anybody who so desired from taking any files he or she wanted. With a sigh, Parker realized he had a job to do, and so he approached Davis and explained his concern over tape security.
Predictably, Davis exploded. "I don't have to be told about my files. I know exactly where they are. We haven't lost any files and I don't need any better controls. I know what you're driving at: a librarian and a vault and all that stuff I don't have the budget for it. I don't need it. I don't want it. Go sell your ideas elsewhere."
