Burt Meissner, the director, greeted Paul coolly and started scanning the program.
When he was through, he said, "Paul, I think this schedule is a waste of time. The problems are not in Q.A.
They are in manufacturing. That's where you should direct your effort."
Paul said, "Well, Burt, we've got a schedule for manufacturing also. But that's beside the point. We have to make continuing reviews throughout the company. Your organization has not been completely without problems.
I'd have no justification in eliminating Q.A. from my plans."
"Maybe so, " said Burt, "but my organization has been cut to the bone.
We're subject to government audits which we can't refuse. My people just don't have the time to deal with your auditors."
