For your final paper, you will be completing a comprehensive analysis of a town, city, county or state. Using the information learned throughout the course, with an emphasis on the information in chapter 11, develop a comprehensive review of your distressed entity. You will use the CAFR and other sources of information to evaluate your organization. Your paper should be 12-15 pages in length and cover the following aspects of the organization:

1. A brief history of the organization.
2. The current state and trends in the government's operating environment including population, economic conditions, political climate and social conditions.
3. Changes likely to affect the government's operating environment and finances including infrastructure, services, legislative changes, social changes, political changes, technological changes, commercial and industrial changes, and demographic changes.
4. Insight into the government's financial condition as revealed by accounting and reporting practices.
5. Calculation and interpretation of financial indicators.
6. Summary and conclusion including if the government entity will be sustainable for the next five years and the key risks and uncertainties facing the entity. You should make recommendations for sustainability.
