FACTS:
Dr. Pablo Ruiz, a Mexican citizen and new professor at the University of Texas, moved from Mexico to the United States with his 6-year-old son on January 1, 2015. He is currently residing in the United States on a J-1 visa, and he and his son have not lived in the United States in any previous years. His son has a J-2 visa, but, unlike Dr. Ruiz, he does not have a social security card or a taxpayer identification number. Ruiz is not married, and he fully supports his son who has lived with him the entire year.
