1. The Technical Processes are used to define the requirements for a system, to transform the requirements into an effective product, to permit consistent reproduction of the product where necessary, to use the product to provide the required services, to sustain the provision of those services and to dispose of the product when it is retired from serviceThe Technical Processes define the activities and project functions to optimize the benefits and reduce the risks that arise from technical decisions and actions. These activities enable products and services to have:

a. The timeliness and availability, the cost-effectiveness, and the functionality, reliability, maintainability, producibility, usability, and other qualities required by acquiring and supplying organizations.

b. The untimeliness and availability, the cost-effectiveness, and the functionality, reliability, maintainability, producibility, usability, and other risk qualities required by acquiring and supplying organizations.

c. The timeliness and unavailability, the cost-effectiveness, and the redundancy, reliability, maintainability, producibility, life-cycle usability, and other qualities required by acquiring and supplying organizations.

d. The timeliness and availability, the cost-effectiveness, and the functionality, risk, maintainability, producibility, disability and other qualities required by acquiring and supplying organizations.

2. From your perspective what do you think is the most important issues affecting structure successful project development:

a. Lack of awareness of the importance, value, timing, accountability, and organizational structure of Systems Engineering (SE) on programs

b. Adequate, qualified resources are generally not available within Government/ industry for allocation on major programs

c.Insufficient SE tools and environments to effectively execute SE on programs

d. Requirements definition, development, and management is not applied consistently and effectively

e. Poor initial program formulation.
